Requirements & eligibility

Colquitt County School District will conduct this procurement in accordance with FCC/USAC E-Rate competitive bidding rules (47 C.F.R. 54.503 and 54.511), Georgia state law, and the purchasing policies of the Colquitt County Board of Education. Price of the eligible E-Rate goods and services will be the primary factor and will be weighted more heavily than any other single factor. This procurement will result in a single award to one service provider for both Internet Access and WAN services, and Internet Access and WAN pricing will be evaluated together. Vendor Contact Restrictions: To preserve a fair and open competitive process, all communications regarding this Form 470 and any associated RFP must be directed in writing (email) to the contact person listed on this Form 470. From the date this Form 470 is posted until the contract award is approved by the Board, service providers shall not contact Colquitt County Board of Education members, administrators, school-level staff, or other District employees regarding this procurement. Phone calls, site visits, meetings, gifts, or product demonstrations will not be accepted unless scheduled by the designated contact and offered equally to all bidders. Violation of these restrictions may result in disqualification. Questions: All questions must be submitted in writing by the deadline stated in the RFP. Questions received after this deadline may not be answered. Answers will be issued as a written addendum and made available to all potential bidders; verbal responses are not binding. Bidding Procedures: - Bids/proposals will be accepted no sooner than 28 days after the posting date of this Form 470. Responses received after the stated due date and time will not be considered. - Consistent with O.C.G.A. 36-80-27, solicitations for goods or services valued at $100,000 or more will also be advertised on the Georgia Procurement Registry (GPR) and in the District's official legal organ. - In-state and reciprocal vendor preferences may apply as provided in O.C.G.A. 20-2-500. - Bidders must hold a valid SPIN (service provider identification number) and FCC Registration Number and be in good standing with USAC (not on Red Light status). - Contracts for services may require the vendor to execute a Georgia Security and Immigration Compliance Act (E-Verify) affidavit per O.C.G.A. 13-10-91. - Multi-year contracts are subject to annual appropriation of funds by the Board and must contain a non-appropriation clause. All contracts are subject to Board approval and must be signed before the FCC Form 471 is certified. - Contracts will be contingent upon E-Rate funding approval. - The District reserves the right to reject any and all bids, to waive informalities, and to cancel this procurement in whole or in part when in the District's best interest. - The District will not sign vendor-issued contracts that conflict with E-Rate program rules or Georgia law.
