The Indiana Department of Administration, acting on behalf of the Indiana State Library, intends to contract for Internet Access and WAN Connectivity for the Public Library Internet Consortium Members of Indiana. It is the intent of IDOA to solicit responses in accordance with the requirements of all documents associated with this opportunity. This solicitation is posted to the IDOA Bidding Opportunities website, at https://www.in.gov/idoa/procurement/current-business-opportunities/. All documents associated with this request are posted with the FCC Form 470 application on the Universal Service website. It is the sole responsibility of the Service Provider to check for any addenda that may be issued. . The Indiana State Library Consortium seeks Internet Access and Data Transmission Services beginning July 1, 2027. We seek symmetrical bandwidth at 10+/-Mbps scalable to 10+/-Gbps. We also seek WAN Connectivity Services beginning July 1, 2027. We seek symmetrical bandwidth at 10+/-Mbps scalable to 2+/-Gbps. We require guaranteed throughput to each library location, and laddered pricing, as listed on Attachment D in all bids and contracts. Be advised that bandwidth may increase over the life of this contract. Products MAY NOT contain monthly data caps or bandwidth/speed reduction due to metered usage. This project will be contingent upon successfully obtaining E Rate funding, and the contract agreement must recognize that contingency. . PRE-PROPOSAL CONFERENCE A pre-proposal conference will be held both in-person and virtually. The virtual option will have a link posted on the Current Business Opportunities webpage at the following link: https://www.in.gov/idoa/procurement/current-business-opportunities/ Details of the pre-proposal conference will be posted no later than 48 hours before the published date outlined in Section 1.23 of the RFP. The in-person option will be held at NOON, on September 30, 2026, at the Indiana Government Center- South located at 402 W Washington St, Indianapolis, IN 46204. The specific conference room will be near the auditorium, and members of IDOA will be available to help direct you. Respondents may ask questions about the solicitation process. No answers issued verbally are binding on the State and information provided, unless later issued in writing, also is not binding on the State. . QUESTION PROCESS All questions/inquiries regarding this solicitation must be submitted in Attachment G, Q&A Template, via email to rfp@idoa.IN.gov, by 3pm EST on October 7, 2026. The subject line of the email submissions must clearly state the following: RFP 27-88394 Questions/Inquiries COMPANY NAME. . A list of the questions/inquiries submitted by all Respondents, with company names redacted, will be posted to the FCC Form 470 on the Universal Service website AND the IDOA Bidding Opportunities website by October 14, 2026. . If it becomes necessary to revise any part of this solicitation, an Addendum will be posted on the IDOA website and the to the FCC Form 470 on the Universal Service website. If such Addenda issuance is necessary, the Procurement Division may extend the due date and time of proposals to accommodate such additional information requirements, if required. . CONTRACT REQUIREMENTS The State intends to sign a FOUR-YEAR contract with ZERO renewals, with one or more Respondent(s) to fulfill the requirements in this solicitation. . PROPOSAL DELIVERY Submission of Bid and submission of Reference Check Forms to State are due by 3pm EST on November 11, 2026.
